Tender Description
The Pakistan Institute of Fashion and Design (PIFD), located in Lahore, Punjab, is procuring comprehensive security services to safeguard its campuses and hostels across multiple cities including Lahore, Islamabad, Skardu, and Karachi. This procurement is for the financial year 2025-26 and involves outsourcing security personnel including security supervisors, ex-service man male guards, civilian male guards, and female guards. The contract is initially for one year with a probationary period of three months and may be extended up to three years based on performance.
The technical scope requires deployment of trained security staff equipped with licensed arms such as 30 Bore, 222 Bore, 7mm, and Pump Action firearms. Guards must be medically fit, well-trained in weapon handling, emergency drills, and equipped with uniforms, identification cards, and communication devices like walkie-talkies. The age criteria specify 25 to 50 years for civilian guards and up to 55 years for ex-army personnel. The contractor is responsible for salary disbursement, EOBI and social security contributions, and maintaining detailed records including police verification and training documentation.
Eligibility criteria demand at least 10 years of business experience, valid registrations with FBR and provincial authorities, and proven experience working with at least two public or private universities. Bidders must be registered on EPADS v2.0 and submit bids electronically by the deadline. The bid security must be submitted as a Call Deposit Receipt (CDR) and original documents must be delivered to PIFD's office in Lahore. The technical bid will be evaluated on financial strength, business experience, legal status, client list, security staff strength, and physical inspection.
The submission deadline is Monday, May 11, 2026, at 11:00 AM, with bid opening at 11:30 AM on the same day via EPADS v2.0. Manual submissions are not accepted. Bidders are advised to carefully prepare their technical and financial bids, ensuring all required documents such as affidavits, declarations, and price reasonability certificates are included. A practical tip for bidders is to ensure timely registration and familiarization with the EPADS v2.0 platform to avoid disqualification due to technical submission errors. The contract emphasizes quality and cost-based selection, with strict penalties for non-compliance and performance issues. This tender offers a significant opportunity for security firms with strong credentials and experience in university security services to engage with a prestigious institution in Pakistan.
