Tender Description
This tender invites bids for the outsourcing of security services at Pakistan Reinsurance Company Limited (PRCL) located in Karachi, Sindh. The procurement falls under the Security & Safety Equipment category and is managed by the Ministry of Commerce. The contract is planned for the financial year 2025-26 and requires experienced security personnel including supervisors, guards, firefighters, and lady searchers.
The scope includes deployment of 2 supervisors, 34 security guards, 6 firefighters, and 2 lady searchers at PRCL premises on Lalazar Drive. Personnel must be well-trained, medically fit, and have relevant experience ranging from 2 to 5 years depending on the position. The contractor is responsible for uniforms, identity cards, and compliance with labor laws including minimum wage, EOBI, and social security. The contract demands 24/7 security coverage with strict adherence to confidentiality and professional conduct.
Bidders must be registered with SECP, FBR, and Sindh Revenue Board, hold valid NOCs, and demonstrate financial capability with an average turnover of at least PKR 50 million over the last three years. The evaluation will be based on Least Cost Based Selection (LCBS) with a technical passing score of 90 out of 100. Bid security of PKR 1,000,000 is required in the form of a pay order.
Submission deadline is on Friday, 13th March 2026 at 11:00 AM via EPADS v2.0, with bid opening at 11:30 AM the same day. Hard copies of bid security must be delivered to PRCL office at 32-A Lalazar Drive, M.T. Khan Road, Karachi. Manual bid submissions are not accepted. Performance guarantee of 10% of contract price is required upon award.
