Performance-Based Collection Transportation and Safe Disposal of Municipal Solid Waste in Walton Cantonment Lahore

The Walton Cantonment Board (WCB), Lahore, is procuring performance-based sanitation services focused on the collection, transportation, and safe disposal of municipal solid waste within its jurisdiction. This contract covers multiple sectors in Walton Cantonment, including DHA Phases I to V, Nishat Colony, Cavalry Ground, and other adjoining areas. The scope includes door-to-door waste collection, transportation to designated disposal sites, cleaning of roads, streets, commercial areas twice daily, nullahs, open areas, removal of horticulture waste, debris, and dead animals, as well as maintenance of rubbish points and complaint resolution services. The contractor must provide all necessary equipment, machinery, fuel, labor, and operational costs, including additional manpower and fleet during special occasions such as Eids, Moharram, and VIP visits. This is a three-year contract with a performance-based model emphasizing key performance indicators like no visible waste accumulation beyond 24 hours, 100% lifting from rubbish points, and complaint resolution within 12 to 24 hours. Eligible bidders must have a minimum of three years' experience in sanitation, annual billing of at least PKR 50 million in two of the last three financial years, and the capacity to manage at least 200 workers. Valid registration with SECP, active NTN and sales tax registration, and non-blacklisting affidavits are mandatory. Joint Ventures are allowed with clear MoUs and joint liability. The bid security is 2% of the total annual bid amount, payable via CDR, bank guarantee, or banker's cheque. The contract requires a 10% performance security in the form of an irrevocable bank guarantee. Bidders must conduct an independent site survey before submission. Technical and financial proposals must be submitted in separate envelopes under the Single Stage – Two Envelope procedure. The contract will be awarded to the most advantageous bidder based on combined technical and financial evaluation.
