Procurement of Portable Spectrophotometer (Qty: 2 Nos) by Pakistan Security Printing Corporation Karachi

The Pakistan Security Printing Corporation (PSPC) Karachi invites sealed bids from eligible and qualified bidders for the procurement of two (2) Portable Spectrophotometers. This procurement is planned for the financial year 2026-27 and aims to enhance the quality control and inspection capabilities of printed security documents including banknote sheets. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage One Envelope method with Least Cost Based Selection (LCBS) technique. Items being procured: - Portable Spectrophotometer (Qty: 2 Nos) The spectrophotometers must be handheld/portable, suitable for quantitative color measurement and quality control of printed security documents, including inspection of color bars and printed areas produced by offset and screen printing processes. Key technical specifications include 0°:45° or 45°:0° measurement geometry, spectral range 380–700 nm, measurement aperture of 3 mm, color measurement in CIE L*a*b* and CIE XYZ values, density measurement with appropriate filters, integrated display, internal memory, USB or Ethernet data communication, rechargeable battery supporting minimum 500 measurements per charge, and rugged construction for industrial use. The instrument must be brand new, supported by original manufacturer documentation, and accompanied by a calibration certificate and all standard accessories. Bidders must submit the make and exact model of the offered instrument along with the manufacturer's original product literature/datasheet at the time of bid submission. Failure to do so will result in rejection of the bid. The delivery location is Pakistan Security Printing Corporation, Jinnah Avenue, Malir Halt, Karachi. Delivery period is 30 days from contract award. Eligibility criteria include valid registration with FBR, NTN, and compliance with all bidding document requirements. Bid security must be submitted in the form of Pay Order or Bank Guarantee. Bids must be submitted online through EPADS v2.0 before the deadline of Friday, September 18, 2026 at 11:00 AM.
