Tender Description
The Pakistan Mineral Development Corporation (PMDC), under the Ministry of Energy (Petroleum Division), is inviting proposals for the pre-qualification of 3-star, 4-star, and 5-star hotels to provide hotel accommodation and allied hospitality services. This procurement targets major cities including Islamabad, Lahore, Karachi, Peshawar, and Quetta. The scope includes provision of accommodation for PMDC officials and guests, arrangement of conference rooms, meeting halls, boardrooms, high-speed internet, business support services, airport pick and drop, laundry, housekeeping, room services, and other allied hospitality services.
Interested hotels must apply separately for each category (3-star, 4-star, or 5-star) with valid proof of classification. The pre-qualified hotels will enter into a long-term open framework arrangement initially for two years, extendable for one more year. The technical scope requires hotels to demonstrate operational capacity including minimum room numbers (20 for 3-star, 30 for 4-star, 50 for 5-star), availability of conference and banquet facilities, backup power, security systems, 24/7 reception, air conditioning/heating, and complimentary Wi-Fi. Rooms must have attached bathrooms with proper sanitation and toiletries.
Eligibility criteria include valid registration with the Federal Board of Revenue (FBR) or respective revenue boards, NTN and GST registration, valid hotel license, and relevant experience (minimum 3 years for 3-star, 5 years for 4 and 5-star hotels). Experience with government or semi-government organizations and large corporate clients is mandatory with evidence for at least two clients. Financial soundness is demonstrated by audited financial statements for the last three years. Blacklisting and litigation declarations are also required.
The submission deadline is **22nd June 2026 at 03:00 PM** via the EPADS electronic portal. Proposals will be opened the same day at 03:30 PM.
