Tender Description
Pakistan Sports Board Islamabad invites applications for pre-qualification from experienced air traveling agencies registered with Income Tax and Sales Tax Departments and listed on the Active Taxpayers List (ATL) of the Federal Board of Revenue. This pre-qualification is for providing air tickets for trainings arranged by PSB under an Open Framework Agreement for up to two years. The agencies must have a minimum total business turnover of PKR 50,000,000 as certified payments received for air travel services over the last five years. Items being procured:
- Pre-qualification of air travel agencies for provision of air tickets
The scope includes evaluation of agencies' eligibility and capabilities to provide air travel arrangements for PSB trainers and officers. Agencies must be registered with IATA, have at least five years of industry experience, and provide evidence of work with at least ten clients. The agencies should demonstrate financial capacity, including a minimum credit limit of Rs. 500 million and banking transactions of Rs. 500 million per annum. A security deposit of Rs. 1,000,000 in the form of CDR or pay order is required. The pre-qualification process includes a pre-bid meeting held two days before tender opening at PSB Committee Room Islamabad. Bids must be submitted through the EPADS portal before the deadline and will be opened electronically.
Eligibility criteria include registration with tax authorities, no blacklisting, IATA/TAAP membership, and financial soundness. Agencies must provide 24/7 service availability and may offer additional services such as visa processing. Evaluation will be based on experience, client base, credit limits, and service availability. The highest scoring agencies will be pre-qualified and engaged under formal agreements.
Interested bidders should carefully review the detailed pre-qualification documents available from PSB and PPRA websites. The process ensures transparency and compliance with Public Procurement Rules 2004. One practical tip for bidders is to ensure all required documents, including NTN, ATL, IATA certificates, and financial statements, are complete and uploaded correctly on EPADS to avoid disqualification.
This pre-qualification is a valuable opportunity for travel agencies to establish a long-term relationship with a federal government entity and participate in multiple air ticket procurements annually, approximately two to three hundred tickets. Pakistan Sports Board reserves the right to reject any bid and reinitiate the process if necessary.
