Pre Qualification for Procurement under Balochistan Public Procurement Rules 2014 by Directorate of Youth Affairs Balochistan

The Directorate of Youth Affairs Balochistan in Quetta invites pre-qualification applications under the Balochistan Public Procurement Rules 2014 for upcoming procurements. Eligible applicants must have 3 years of similar experience from the date of registration with the regulator, a financial capacity of 50 Million PKR, presence in the Active Taxpayer List, and a valid Sales Tax Certificate. The bidding firm must not be blacklisted by any procuring agency of Pakistan. Applicants must submit a company/firm No Demand Certificate from relevant Tax Authorities, a No Conflict of Interest declaration, and an audit report for the previous 3 years attested by a Chartered Accountant and verified by the audit firm. Pre-qualification documents can be obtained from the office of the undersigned upon payment of 1,000 PKR in the form of a Green Challan. The NIT and Pre-Qualification documents are also downloadable from www.bppra.org.pk. The issuance period for pre-qualification documents is until 21 October 2026 at 12:00 PM during office hours. The last date for application submission is 21 October 2026 till 11:00 AM at the Directorate of Youth Affairs Balochistan, Ayub Stadium, Quetta. Pre-qualification opening will be held the same day at 12:00 PM at the same office. Bids must be submitted electronically only through the E-Submission BPPRA website (www.bppra.gob.pk). Tender opening will be conducted on the same day at 12:00 PM on the EPPS System. This pre-qualification is a mandatory step for all bidders wishing to participate in procurements by the Government of Balochistan.
