Pre Qualification for Procurement under Balochistan Public Procurement Rules 2014

The Directorate of Youth Affairs Balochistan in Quetta invites pre-qualification applications for procurements under the Balochistan Public Procurement Rules 2014. Only electronic bids will be submitted; no physical bids are required. It is mandatory for all bidders to register at the Electronic Public Procurement System of BPPRA. Items being procured: - Pre-qualification for procurement under Balochistan Public Procurement Rules 2014 Applicants must have similar experience from the date of registration with the regulator, presence in the Active Tax Payer List, and a Sales Tax Certificate. The bidding firm must not be blacklisted by any procuring agency of Pakistan. Submission of company/firm No Demand Certificate from relevant Tax Authorities and a No Conflict of Interest declaration is required. Financial capability includes a minimum estimated cost of 50 Million PKR. The bidder must have at least 3 years of audited accounts certified by a Chartered Accountant. Pre-qualification documents can be obtained from the office of the undersigned upon payment of 1,000 PKR via Green Challan. The NIT and pre-qualification documents are also downloadable from the BPPRA website (www.bppra.gob.pk). The issuance of pre-qualification documents is from the date of publication of NIT to 21 October 2026 at 12:00 PM during office hours. The last date for application submission is 21 October 2026 at 11:00 AM at the Directorate of Youth Affairs Balochistan, Ayub Stadium, Quetta. Pre-qualification opening will be on the same day at 12:00 PM at the same office. Tender bids can only be submitted electronically by 21 October 2026 through the supplier dashboard. All tenders will be opened on the same day at 12:00 PM on the EPPS system. Bidders are advised to ensure timely registration on the BPPRA electronic procurement system and carefully follow the submission deadlines to avoid disqualification.
