Pre-Qualification of Firms for Construction and Consultancy Services by Military Engineer Services GHQ Rawalpindi

Military Engineer Services (MES) at GHQ Rawalpindi invites applications along with credentials for pre-qualification of firms, contractors, and consultants for various construction and consultancy works. The pre-qualification is for works under the Engineer-in-Chief's Branch in accordance with PPRA Rules 2004. Items being procured: - Construction/Provision of Certain Residential/Non-Residential Services/Facilities at Islamabad, Rawalpindi, Abbottabad, Murree, Attock, Mangla, Jhelum, Chakwal, Sargodha, Faisalabad, Shorkot, Jarikas, Gilgit, Skarda, Swat, Bannu, Barotha, Risalpur, Nowshera, DI Khan, Peshawar, Kohat, Mianwali, Chunnian, Lahore, Pattoki, Gujranwala, Sialkot, Abdul Hakim, Bahawalnagar, Bahawalpur, Okara, Multan, Khanewal, Sakrand, Khuzdar, Ftyderabad, Jacobabad, Quetta, Swadar, Rahim Yar Khan, Pano Aqil, Karachi, Malir, Ormara, Loralai, Pasni, Turbat, Zhob - Consultancy Services (Design/RE Supervision) for certain works at Islamabad, Rawalpindi, Lahore, Karachi, Quetta, Peshawar, Swat, Gilgit, Skardu, Sargodha, Faisalabad, and Risalpur Firms must provide details including work orders, project locations, and completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works/services and be registered with PEC in the relevant field. Firms must submit personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. Eligibility criteria include PEC enlistment in Category C-2 and above with validity up to June 2027, preference for MES enlisted firms in Category A, 2% refundable bid security for non-enlisted firms, pre-qualification with Engineer-in-Chief's Branch GHQ Rawalpindi, and no outstanding DI&E recoveries. Tenders will be issued to pre-qualified firms and must be received at E-in-C's Branch GHQ Rawalpindi by 1130 hours on 18 September 2026, with opening at 1200 hours the same day.
