Pre-Qualification of Firms for Construction and Consultancy Services at Military Engineer Services GHQ Rawalpindi

The Military Engineer Services (MES) at GHQ Rawalpindi invites applications along with credentials for pre-qualification of firms, contractors, and consultants for various works under the E-in-C's Branch. The works include construction and provision of certain residential and non-residential services and facilities across multiple cities including Islamabad, Rawalpindi, Abbottabad, Murree, Attock, Mangla, Jhelum, Chakwal, Sargodha, Faisalabad, Shorkot, Jarikas, Gilgit, Skarda, Swat, Bannu, Barotha, Risalpur, Nowshera, DI Khan, Peshawar, Kohat, Mianwali, Chunnian, Lahore, Pattoki, Gujranwala, Sialkot, Abdul Hakim, Bahawalnagar, Bahawalpur, Okara, Multan, Khanewal, Sakrand, Khuzdar, Ftyderabad, Jacobabad, Quetta, Swadar, Rahim Yar Khan, Pano Aqil, Karachi, Malir, Ormara, Loralai, Pasni, Turbat, and Zhob. Additionally, consultancy services for design and RE supervision for certain works in Islamabad, Rawalpindi, Lahore, Karachi, Quetta, Peshawar, Swat, Gilgit, Skardu, Sargodha, Faisalabad, and Risalpur are also included. Items being procured: - Construction and provision of certain residential/non-residential services/facilities at multiple cities - Consultancy services (design/RE supervision) for certain works at multiple cities Firms must provide details including work orders, project locations, and completion certificates. Eligibility requires PEC registration in relevant fields for construction, electrical, mechanical, and plumbing works/services. Firms should be enlisted with PEC in Category C-2 or above with validity up to June 2027, preferably enlisted with MES in Category A. Non-enlisted firms must provide 2% refundable bid security. Firms must be pre-qualified with Engineer-in-Chief's Branch GHQ Rawalpindi and have no outstanding DI&E recoveries. Tenders will be issued to pre-qualified firms and must be received at E-in-C's Branch GHQ Rawalpindi by 1130 hours on 18 September 2026, with opening at 1200 hours the same day. Incomplete applications will not be entertained. The accepting officer reserves the right to reject any or all applications under clause 33 of PPRA Rules 2004.
