Tender Description
The Pakistan Security Printing Corporation (Pvt.) Ltd (PSPC), located in Karachi, Sindh, is inviting pre-qualification proposals from reputable health insurance companies for a contract period of three years effective from the date of award. This procurement aims to secure group health insurance services covering approximately 2,500 to 2,600 lives including employees and their dependents. The scope includes comprehensive medical support across Pakistan, issuance of health cards, management of additions and deletions of insured lives, and maintaining an updated panel of hospitals, consultants, and labs.
The technical requirements are stringent. Bidders must possess a minimum AA++ insurer financial strength rating from PACRA or VIS, have at least ten years of relevant experience in health insurance or takaful services, and maintain a medical case management team of at least fifteen registered doctors. Additionally, the insurer must have a panel of no fewer than 300 hospitals nationwide and a corporate clientele of at least five clients with 2,000 insured lives each. Documentary evidence supporting these criteria is mandatory.
Eligibility demands active registration with tax authorities, no blacklisting or ineligibility declarations, and compliance with PSPC's Code of Conduct and HSE laws. The pre-qualification documents are available free of cost on EPADS. Electronic bids must be submitted via EPADS by **July 03, 2026, 11:00 AM**. Manual submissions will not be accepted. The technical and financial bids will be evaluated under the Public Procurement Rules, 2004.
