Pre-Qualification of Health Insurance Companies for Three Years

The Pakistan Security Printing Corporation (PSPC), located in Karachi, Sindh, is inviting pre-qualification applications from reputable health insurance companies for a period of three years. This procurement is aimed at selecting qualified health insurance service providers to cover approximately 2,500 to 2,600 lives including employees and their dependents. The pre-qualification process is governed under the Public Procurement Rules, 2004, and requires applicants to submit their applications through the EPADS v2.0 platform by the deadline of Friday, July 24, 2026, at 11:00 AM. Items being procured: - Pre-qualification of health insurance companies for group health insurance services The scope includes providing comprehensive medical support across Pakistan, issuance of health cards, management of additions and deletions of insured lives, and maintaining an updated list of panel hospitals, consultants, and labs. The insurance coverage must include all pre-existing conditions, hepatitis B & C, congenital treatments, maternity from day one, newborn coverage, emergency coverage, 100% pre and post hospitalization and natal expenses, daycare surgeries, specialized investigations, and emergency dental treatment. Coverage limits and benefits are benchmarked against reputable hospitals such as Aga Khan Hospital. The insurer must also provide a detailed list of lab discount centers nationwide. Eligibility criteria are stringent: bidders must have a minimum insurer financial strength rating of AA++ from PACRA or VIS, at least 10 years of experience in health insurance or takaful services in Pakistan, and a medical case management team of at least 15 registered medical doctors on payroll. Documentary evidence is mandatory. Technical evaluation includes years in business, number of panel hospitals, corporate clients with over 3,000 insured lives, and number of medical doctors dedicated to case management. Applicants must be registered with NADRA and FBR, and must not be blacklisted. The pre-qualification will be valid for three years subject to satisfactory performance.
