Pre-Qualification for Supply of Livestock Feeds and Minerals under Framework Agreement

The Livestock & Dairy Development Department Azad Jammu & Kashmir invites applications from manufacturers, firms, and authorized suppliers for pre-qualification for the supply of livestock feeds and minerals to departmental livestock farms on a need basis under an Open Framework Agreement for three years. This procurement is managed by the Senior Research Officer (Nutrition) at the Livestock Development & Research Centre (LDRC) in Muzaffarabad. Items being procured: - Lot 1: Concentrates & IMR including Milking Vanda, Beef Vanda, Mixed Ration, Wheat Straw, Silage - Lot 3: Supplements & Minerals including Molasses / Gur, Solid Salt, Feed Minerals (DCP / mineral mixture) The scope covers supply of quality livestock feed materials and mineral supplements essential for departmental livestock farms. Eligible firms must be registered with SECP/AJK Government or Registrar of Firms, possess valid NTN with active taxpayer status, and sales tax registration where applicable. They must not be blacklisted and should have at least one year of relevant supply experience with two completed supply orders in the last three financial years. Manufacturers or authorized dealers are required for Lot 1 and feed minerals. Financial statements for the last three years are also required. No price or bid security is required at this pre-qualification stage. Prices will be competed among pre-qualified firms through subsequent calls for bids under the Single Stage - One Envelope procedure. The Pre-Qualification Document can be obtained from the office of the Senior Research Officer (Nutrition) at LDRC Muzaffarabad upon written request on company letterhead and payment of Rs. 1000/- non-refundable fee during office hours until 04-11-2026. Sealed applications must reach the office by 05-11-2026 at 10:00 am and will be opened the same day at 11:00 am in the presence of applicants' representatives who choose to attend. If only one application is received for a lot, that lot will be re-advertised. The Procuring Agency reserves the right to reject all applications under Rule 33. Grievances will be handled under Rule 48. Bidders are advised to carefully review the Pre-Qualification Document as it prevails in case of any discrepancy with this notice.
