Pre-Qualification of Firms for Religious Tourism Conservation and Preservation of Worship Places for Minorities

The Punjab Walled Cities and Heritage Areas Authority (PWCA) invites applications for the Pre-Qualification of Firms / Contractors for the project titled 'Religious Tourism Conservation / Preservation of Worship Places for Minorities'. This initiative is aimed at conserving and preserving heritage sites significant to minority communities within Punjab. The pre-qualification process is conducted through the newly introduced Punjab e-Procurement System, ensuring transparency and efficiency. Items being procured: - Pre-Qualification of Firms / Contractors holding valid PEC Licenses in C-5, C-4, or higher categories Firms must be duly renewed for the year 2026-27 with the Pakistan Engineering Council (PEC) and meet the eligibility criteria to participate. The process strictly follows the PPRA Rules, 2014 with up-to-date amendments. Interested firms are required to register on the Punjab e-Procurement System at https://ep.punjab.gov.pk and submit all requisite information online. Only registered and eligible firms will be allowed to participate. The RFP and Pre-Qualification Documents, including detailed requirements, terms, conditions, and evaluation criteria, can be downloaded free of cost by registered bidders from the Punjab e-Procurement System and the Punjab Procurement Regulatory Authority (PPRA) website at https://ppra.punjab.gov.pk. All supporting evidence demonstrating the firm's qualifications and relevant experience in executing similar projects must be submitted online within the prescribed deadline. Manual submissions will not be accepted. The last date for submission of applications is 23rd November 2026 up to 10:00 A.M. The Pre-Qualification applications will be opened on the same day at 10:30 A.M. at the office of the Punjab Walled Cities and Heritage Areas Authority (PWCA), 1st Floor, Imdad Bilqees House, 54-Lawrence Road, Lahore. Only pre-qualified firms will be invited to participate in the subsequent bidding process. The Evaluation Committee reserves the right to pre-qualify or reject any or all applications in accordance with the prescribed evaluation criteria and PPRA Rules, 2014. The entire procurement process will be carried out exclusively through the Punjab e-Procurement System. The response time shall be calculated from the date of publication of the advertisement on the PPRA website at https://eproc.punjab.gov.pk/ViewTender.aspx. Bidders are advised to carefully review all documents and ensure timely online registration and submission to avoid disqualification. Familiarity with the Punjab e-Procurement System will facilitate smooth participation in this important heritage conservation project.
