Pre-Qualification Applications for Supply of Electricity from 10.2 MW Jabori Hydropower Project

Pakhtunkhwa Energy Development Organization (PEDO) under the Energy & Power Department, Government of Khyber Pakhtunkhwa, invites Pre-Qualification Applications (PQA) from national and international industrial consumers for the supply of electricity from PEDO's 10.2 MW Jabori Hydropower Project located in District Mansehra. This supply will be provided under a Direct Supply Model via a dedicated private line. Items being procured: - Supply of electricity from 10.2 MW Jabori Hydropower Project - Dedicated private distribution line (preferably 11 kV) for direct supply The general scope includes procurement, financing, construction, and ownership of the dedicated private distribution line. The Pre-Qualification Document (PQD) detailing full eligibility criteria and evaluation process is available at PEDO's office during official hours or downloadable from PEDO's official website. Financial eligibility requires a demonstrable minimum net worth of PKR 350 Million or equivalent for the last three years. Technical requirements include submission of a description of the existing or proposed industrial project. Consortiums are allowed with combined financial capacity considered; all members are jointly and severally liable. The lead member must be designated via Power of Attorney per Proforma C of PQD in Khyber Pakhtunkhwa. Evidence of intent such as Board Resolution, Letter of Intent, or feasibility study must be provided. Prospective bidders must submit a non-refundable fee of PKR 5,000 through Bank Draft in favor of CEO PEDO along with their Prequalification Document Application. The submission of the Power of Attorney (POA) must be in a sealed envelope, in English, no later than 1400 hrs (PST) on the deadline date of 19th October 2026. Bid opening will be held at 1430 hrs (PST) on the same date in the presence of applicants' representatives. A pre-bid meeting will be held on 29th September 2026 at 1100 hours at PEDO House. Bidders are advised to carefully prepare their technical and financial documents in accordance with the PQD and ensure timely submission to avoid disqualification. Early collection of PQD and attending the pre-bid meeting can provide valuable clarifications and improve bid quality.
