Pre-Qualification of Professional Valuation Firms / Valuers for Valuation of Government Estate Land Assets

The Asset Management Authority of Punjab (AMAP) invites applications from reputable, professionally qualified, and experienced Valuation Firms / Valuers for pre-qualification and enlistment on the Authority's panel for future assignments through RFPs or other approved procurement methods. The scope includes valuation of Government estate land assets covering market and forced-sale value of vacant and developed residential, commercial, industrial, agricultural, and mixed-use properties; rental and income potential; land with structures and infrastructure; highest-and-best-use analysis; and detailed valuation reports. Items being procured: - Pre-qualification and enlistment of Professional Valuation Firms / Valuers Applicants must provide a Certificate of Incorporation / Registration, valid NTN & Active Taxpayer Status (FBR), minimum five years valuation experience, audited financial statements for the last three years, affidavit of non-blacklisting, and key professional staff & major clients/assignments. A valid Pakistan Banks' Association (PBA) enlistment certificate as a Valuation Firm is mandatory, authorizing valuation assignments of any amount without financial limit or category restriction. Firms with restricted limits will not be considered responsive. Applications must be submitted in a sealed envelope marked 'Pre-Qualification — Valuation Firms / Valuers' by Tuesday, 6th October 2026, till 11:00 AM. Opening of applications will be on the same day at 11:30 AM in the presence of the Procurement Committee and representatives of bidders who choose to attend. The Pre-Qualification Document (PQD) with detailed criteria and annexures can be obtained from the office or downloaded from the Authority's and PPRA (Punjab) websites. The Authority reserves the right to accept or reject any application, seek clarification, verify submitted information, conduct assessments, and cancel the process without assigning any reason, subject to applicable procurement rules. A practical tip for bidders: Ensure your PBA enlistment certificate is current and unrestricted, as this is a mandatory eligibility criterion that will render your application non-responsive if not met.
