National Insurance Company Limited (NICL), a government-owned entity based in Karachi, Sindh, is seeking to prequalify licensed advertising agencies through open framework agreements. This procurement aims to enlist capable and eligible advertising firms to provide cost-effective advertising and designing services on an as-needed basis. The scope includes advertising assignments that require professional expertise and timely delivery.
The technical scope requires firms to demonstrate experience in advertising and designing works, supported by a company profile and team details. Agencies must have a valid office in Karachi, Lahore, or Islamabad/Rawalpindi and provide evidence of operating as an advertising agency. The evaluation will be conducted in two stages: mandatory requirements and a scoring system based on experience, clientele, team qualifications, and financial strength.
Eligibility criteria include being an active taxpayer with NTN registration, not blacklisted on PPRA, and possessing relevant accreditation such as APNS and PBA. Firms must also have a minimum technical score of 70 out of 100 to qualify. Joint ventures are not allowed, and only one application per company is permitted.
The application submission deadline is **10th July 2026** by 10:30 am, with opening at 11:00 am on the same day. Applications must be submitted in a sealed envelope to the Manager Procurement at NICL Building, Abassi Shaheed Road, Karachi. Additionally, scanned copies should be emailed to procurement@nicl.com.pk in PDF format before the deadline.
