Expression of Interest for Prequalification of Consulting Firms for Third-Party Evaluation / Validation of Education Sector Projects (Lot-wise)

The Ministry of Federal Education and Professional Training invites Expressions of Interest (EoI) for prequalification from experienced, competent, and financially sound consulting firms to establish a panel of prequalified firms for independent Third-Party Evaluation / Validation (TPE/V) of education-sector projects and programmes financed by the Federal Government and its attached bodies. This prequalification covers six distinct Lots, each representing a specific evaluation focus area within the education sector, including infrastructure, IT interventions, academic systems, social-sector programmes, institutional evaluation, and research and policy evaluation. Items being procured: - Lot 1: Infrastructure and Allied Procurement Evaluation - Lot 2: IT and Technology Intervention Evaluation - Lot 3: Academic, Curriculum and Examination Systems Evaluation - Lot 4: Social-Sector Programme and Impact Evaluation - Lot 5: Institutional Evaluation - Lot 6: Research, Funding-Utilisation and Policy Evaluation The scope includes comprehensive third-party evaluation services such as physical verification, quality assessment, compliance audits, performance benchmarking, impact evaluation, financial and procurement audits, and policy analysis. Firms must meet mandatory eligibility criteria including legal registration, tax compliance, financial soundness, and relevant experience. Specific lot-wise requirements include minimum turnover, completed assignments, and professional registrations such as PEC or PSEB where applicable. Applications must be submitted electronically via the e-PADS portal and one original hard copy delivered to the Ministry's office at Block-D, Pak Secretariat, Islamabad by 02:00 p.m. on August 20, 2026. A pre-bid meeting will be held on August 11, 2026, at 11:00 a.m. in Room No. 227, D-Block, Pak Secretariat, Islamabad, with virtual attendance available via Zoom. Interested firms should ensure complete and properly signed submissions in the prescribed format. Late or incomplete applications will be rejected. This prequalification does not guarantee contract award but forms a panel from which task-based assignments will be issued.
