Prequalification for Drugs and Medicines Bulk Purchase Financial Year 2026-2027 at Federal Government Polyclinic Islamabad

The Federal Government Polyclinic (Postgraduate Medical Institute) Islamabad invites applications for Prequalification of Drugs and Medicines for the financial year 2026-2027. This prequalification process is intended for pharmaceutical manufacturing units, marketing authorization holders/importers/indenter (sole agents) in case of imported drugs, and authorized distributors. The prequalification will cover all drugs included in the Hospital Formulary Annex-A and will be applicable for FGPC and all its attached dispensaries in Islamabad. Items being procured include a comprehensive list of drugs and medicines such as Acetaminophen tablets and suspensions, Acyclovir, Adrenaline ampoules, Albendazole suspension, Amikacin ampoules, various antibiotics, analgesics, injections, creams, and many other pharmaceutical products in different forms and quantities as detailed in the prequalification documents. The technical scope requires firms to provide valid FBR registration with active NTN and Sales Tax Registration, valid manufacturing licenses, GMP certificates issued by DRAP, and compliance with quality management systems including ISO certifications. Firms must demonstrate good storage and distribution practices including cold chain maintenance where applicable. The evaluation will be based on a scoring system covering research, quality management, safety and supply chain integrity, and market standing. Eligibility criteria include being registered with FBR, holding valid licenses and certifications, not being blacklisted, and having the capacity to supply the quoted products timely. Firms must submit their applications online through the EPADS V.1 portal of PPRA, which is mandatory. The Executive Director FGPC reserves the right to accept or reject any or all applications. The deadline for submission will be announced via national press, PPRA website, and EPADS portal. Applications will be opened at FGPC Islamabad premises by the procurement committee. Bidders are advised to apply early to avoid internet connectivity and load shedding issues. This prequalification is valid for the financial year 2026-2027 and may be extended until the finalization of the next framework agreement.
