Tender Description
The Collectorate of Customs Enforcement (Pakistan Customs) Islamabad invites applications for the Prequalification of Firms for the expenditure of confiscated goods. This open framework agreement aims to prequalify capable firms for subsequent call-off contracts over a period of 36 months. The scope includes provision of required labour, handling, packing, loading/unloading, and incidental services for the proper and safe expenditure or disposal of confiscated goods as and when required by the department.

The technical scope requires firms to have experience in handling, sorting, packing, loading/unloading, or disposal of confiscated, seized, or unclaimed goods. Firms must demonstrate adequate workforce capacity including technical staff, supervisors, and labour strength to manage the goods safely and efficiently. Eligibility criteria include valid NADRA citizenship documents, FBR NTN and GST registration, active taxpayer status on ATL, and submission of a bid security of PKR 20,000 in the form of a pay order. Firms must also provide proof of financial soundness through tax returns and bank statements for the last year.
Key dates include the submission deadline on Thursday, October 22, 2026 at 5:00 PM via the EPADS v2.0 portal, with electronic opening of applications at 5:30 PM the same day. Manual submissions will not be entertained. Interested bidders should register on the EPADS portal and ensure compliance with all eligibility and qualification requirements.
