Prequalification for Design, Finance, Build, Operate and Transfer of Multipurpose Cargo Terminal at Port Qasim

Port Qasim Authority (PQA), Karachi, invites national and international entities to prequalify for a strategic project to design, finance, build, operate, maintain, and transfer a Multipurpose Cargo Terminal on a Build, Operate and Transfer (BOT) basis. This initiative aims to expand Port Qasim's capacity to handle break bulk and general cargo through a state-of-the-art facility. Items being procured: - Preparing economic and financial feasibility including demand forecasts and traffic projections - Designing, constructing, operating, and maintaining the Multipurpose Cargo Terminal - Reclamation, dredging, quay wall structures, and ancillary facilities - Procuring, installing, and integrating equipment and modern control systems for cargo handling, storage, and evacuation - Transferring the completed project to Port Qasim Authority The scope covers comprehensive consultancy services including feasibility studies, design, construction supervision, and operational planning. Eligible applicants include single entities or consortia with relevant experience and capacity to undertake large-scale port infrastructure projects. Applications must comply with Public Procurement Rules and include all required forms and supporting documents. Applications can be submitted electronically via PPRA and PQA websites or physically at the office of Director (Private Sector Projects), Port Qasim Authority, Karachi by 29th September 2026 at 1200 hours.
