Tender Description
The Works & Services Department Government of Sindh invites qualified consulting firms to submit proposals for providing comprehensive engineering consultancy services for the detailed design and construction supervision of pre-stressed bridges, flyover, and ramp located at the road from Nawabshah Saeedabad Road along Sim Nala to connect Nawabshah Sanghar Road at Cheezalabad, Shaheed Benazirabad. The consultancy scope includes detailed engineering design and drawings, design vetting, preparation of detailed working estimates, BOQ, revised/modified PC-I(s), tender/bidding documents, hydraulic study, geotechnical/soil investigation, coordination with railway authorities for NOC, and construction supervision.

- Detailed engineering design and drawings for 3 pre-stressed bridges

The consultancy will be conducted in five stages: detailed planning, geotechnical investigation, preliminary engineering, detailed engineering design & drawings, and detailed construction supervision. The project is located in Shaheed Benazirabad, Sindh, and will follow Sindh Public Procurement Rules 2010. Eligible firms must be registered with Pakistan Engineering Council (PEC) with relevant project profile codes and services codes, registered with FBR and Sindh Revenue Board, and have proven experience in bridge design and supervision. Earnest money of 2% of the bid value and a non-refundable tender fee of PKR 5,000 in the form of a pay order are required. Proposals must be submitted electronically via the EPADS portal by 07-09-2026 at 11:00 AM, with financial proposals opened the same day at 11:30 AM. A second attempt submission deadline is 22-09-2026 at 11:00 AM.
The contract duration for design phase is approximately 3 months and construction supervision phase 12 months. The consultant team shall include key personnel such as Team Leader, Senior Design Engineers (Highways, Structures, Pavement), Hydrological Engineer, Material Engineer, Quantity Surveyor, CAD Operator, Resident Engineer, Site Inspectors, Surveyors, Lab Technicians, and support staff. The consultant is expected to provide high-quality deliverables including inception report, design report, tender documents, BOQ, construction drawings, monthly progress reports, and final project completion report.
