Management Support Consultant (MSC) for Khyber Pakhtunkhwa Hydropower & Renewable Energy Development Program

The Pakhtunkhwa Energy Development Organization (PEDO) invites Expressions of Interest from qualified consulting firms for the position of Management Support Consultant (MSC) under the Khyber Pakhtunkhwa Hydropower & Renewable Energy Development (KHRE) Program. This program, supported by the World Bank, aims to develop hydropower and renewable energy resources in Khyber Pakhtunkhwa, enhance institutional capacity, and improve operational, commercial, and governance frameworks of PEDO. The assignment will be based at PEDO Headquarters in Peshawar with required travel to project sites and field offices. Items being procured: - Institutional review and organizational restructuring - Human Resource Management (HRM) framework development - Financial management, budgeting, and investment planning - Tariff, commercial, and regulatory advisory - Procurement and contract management strengthening - ERP and Project Monitoring Information System (PMIS) advisory - Legal and regulatory framework support - Capacity building, change management, and institutional reforms The consultancy is expected to last at least one and a half years. Eligible firms must have a minimum of ten years of relevant experience in public-sector institutional reforms and power sector advisory services, with at least three similar assignments completed in the last ten years. Experience with World Bank or other international development partners is preferred. Firms may associate with others as joint ventures or sub-consultants. Expressions of Interest must include company profile, relevant experience, details of similar assignments, donor-funded project experience, availability of technical expertise, and contact details of authorized representatives.
