Prequalification of Firms for Non-Consultancy Services under Open Framework Agreement

The Ministry of Law and Justice invites prequalification applications from firms for non-consultancy services under an Open Framework Agreement through EPADS 2.0. This framework aims to facilitate on-demand supply of various services and goods including repair and maintenance of official vehicles, machinery, office equipment, computer hardware, software, IT equipment, furniture and fixtures, allied equipment, hiring of vehicles, transportation of goods, and support for conferences, seminars, and hospitality for foreign delegations. Items being procured: - Repair & maintenance of official vehicles - Repair & maintenance of machinery - Repair & maintenance of office equipment - Computer hardware and software services - IT equipment maintenance - Furniture & fixtures maintenance - Allied equipment services - Hiring of vehicles - Vehicles for transportation of goods - Support services for conferences, seminars & hospitality - Foreign delegation support services The prequalification process is open to all national applicants based in Islamabad Capital Territory who meet the eligibility criteria specified in the prequalification documents. Applications must be submitted electronically via EPADS v2.0 by Tuesday, November 10, 2026, at 11:00 AM. Bids will be opened electronically on the same day at 11:30 AM. Manual submissions will not be entertained. Vendors not yet registered on EPADS v2.0 may complete their registration at https://vendors.epads.gov.pk/. The procurement is governed by Rule 65(1) of Public Procurement Rules, 2026, and the Grievance Redressal Committee (GRC) has been notified for this procurement. Bidders are advised to ensure timely registration and submission on EPADS to avoid disqualification. Familiarity with EPADS portal procedures is essential for successful participation.
