Tender Description
The Procurement Directorate of Heavy Industries Taxila (HIT) invites applications for prequalification of suppliers interested in signing an Open Framework Agreement for the supply of various paints and related products. This prequalification process is intended to identify capable suppliers who can provide paints on demand through subsequent Call-off Contracts over a period of three years. The procurement is specific to HIT Taxila Cantt, Punjab.
Items being procured include a comprehensive list of paints and related materials such as Paint MB Green, Paint Black, Paint Red Oxide, Paint Gray, Paint Azar Blue, Thinner, Paint Sand Desert, Synthetic Enamel Paints in various colors, Paint Primer Grey, Heat Resistant Paints, Epoxy Paints, Steel Putty, Spray Paints, Paint Remover, Primers, Wall and Deco Putty among others. Quantities vary per item, for example, 1312.96 liters of Paint MB Green, 135.52 liters of Paint Black, 723 liters of Paint Red Oxide, 838 liters of Thinner, 2485.08 liters of Paint Sand Desert, and many more as detailed in the Annexure F of the prequalification documents.
The technical scope requires compliance with Defense and ASTM standards, proper color codes, and standards. Suppliers must deposit three sets of samples free of cost for inspection and testing at the prequalification stage. Delivery is to be made as and when required by HIT within the three-year framework, with supply timelines within one month after issuance of purchase or call-off orders.
Eligibility criteria include financial soundness with an average annual turnover of at least PKR 30 million, relevant experience in supply of paints for at least three years, registration certificates, no blacklisting, and compliance with quality and regulatory standards. Applicants may be single entities or joint ventures with no limit on members. The prequalification documents are available in English and can be downloaded from www.ppra.org.pk or www.hit.gov.pk.
Applications must be submitted in sealed technical bids to the Assistant Director (SCM), Procurement Directorate, Heavy Industries Taxila, Gate No 05, Taxila Cantt by 31 August 2026 at 10:30 AM.
