Procurement of 15 APCs for Islamabad Police

The Islamabad Capital Territory Police is inviting sealed electronic bids for the procurement of 15 Armored Personnel Carriers (APCs) during the current Financial Year 2026-27. Interested bidders or firms holding valid NTN and Sales Tax Registration Number (STRN) are eligible to participate through the e-Pak Acquisition and Disposal System (E-PADS) version 2.0, as regulated by the Public Procurement Regulatory Authority (PPRA). Items being procured: - 15 Armored Personnel Carriers (APCs) The procurement will follow the Single Stage Two Envelope method, incorporating Quality and Cost Based Selection (QCBS) in accordance with PPRA rules, regulations, and guidelines. Bidders must submit a Bid Security in the form of Pay Order, Call Deposit Receipt (CDR), Bank Guarantee, or Demand Draft as prescribed in the bidding documents. The electronic bidding documents include detailed terms, conditions, technical specifications, and essential requirements, all accessible via the E-PADS portal. Only firms registered with active NTN and Sales Tax, and included in the Active Tax Payers List of FBR, are eligible. The tender must be accompanied by certified copies of firm registration, General Sales Tax Registration, National Tax Number, and bank account details. Vendors registered with AGPR in Islamabad should clearly mention their vendor number. Bids must be submitted electronically through E-PADS version 2.0 by 11:00 AM on Monday, 2 November 2026. The bids will be opened the same day at 11:30 AM via the E-PADS system. Manual bids will not be accepted under any circumstances. The department reserves the right to increase or decrease the quantity of required items as per need.
