Tender Description

Comsats University, Islamabad (Lahore Campus) invites sealed bids from eligible and qualified suppliers for the procurement of a 15KVA inverter system with Lithium Ion batteries, phase corrector, and complete installation services at its Lahore campus. This procurement is planned for the financial year 2026-27 and aims to enhance the power backup infrastructure at the university. Items being procured: - 15KVA Three-Phase Low-Power Inverter (Qty: 1) - Lithium-Ion Batteries, Baykee YRBLBW or equivalent (Qty: 6 units) - 3 Phase Sequence and Correction Panel with Schneider / ABB Accessories (Qty: 1) - Earthing and Boring including copper material as per industrial standards (Job: 1) - Installation materials and accessories including AC & DC cables, breakers, changeovers, protectors, distribution boxes, amperemeters, voltmeters, frequency meters, and other necessary components The inverter specifications include a max input power of 30KW, rated output power of 15KW, and backup switching time under 10ms. The Lithium-Ion batteries must be brand new, with a 5-year replacement warranty and built-in battery management system protections. Installation and deployment will be the full responsibility of the vendor, adhering to recognized industrial standards and using certified materials such as Pakistan/GM/FAST standard cables. Eligible bidders must be registered with FBR and comply with all legal and technical requirements. Bid security in the form of Pay Order, Banker's Cheque, Call at Deposit, Bank Guarantee, or Demand Draft is mandatory. Bids must be submitted electronically via EPADS v2.0 by the deadline of Friday, October 2, 2026, at 11:00 AM. Manual submissions will not be accepted. The technical bid will be evaluated on a Least Cost Based Selection (LCBS) basis. Bidders are advised to carefully review the bidding documents available on the EPADS portal and ensure timely submission. The bid opening will be conducted on the same day at 11:30 AM via EPADS v2.0. A practical tip for bidders: Ensure your registration on EPADS v2.0 is complete well before the deadline and upload all required documents, including scanned bid security, to avoid disqualification. Also, verify the manufacturing date of batteries to be within 6 months to meet eligibility.
