Procurement of 50KVA Distribution Transformer by Hyderabad Electric Supply Company (HESCO)

The Hyderabad Electric Supply Company (HESCO) invites sealed bids from eligible and qualified bidders for the procurement of 50KVA Distribution Transformers under Tender No. 1976/26. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement follows a National Single Stage-One Envelope procedure with Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. Items being procured: - 50KVA Distribution Transformers, Quantity: 585 Nos. The transformers must comply with WAPDA/PPMC/NTDC standard Specification No. DDS-84:2020 (amended to date). Delivery locations include Regional Stores of HESCO at Hyderabad, Jamshoro, and Nawabshah. Delivery schedules require 285 units within 45 days and 300 units within 90 days from the date of issuance of Purchase Order. Bidders must be registered with FBR, on the Active Taxpayers List, and pre-qualified with HESCO/DISCOs/NTDC/PPMC/WAPDA in the relevant category. Valid prototype approval from Chief (Technical Services) PPMC Islamabad is required or an undertaking to provide fresh approval within the delivery schedule. Bidders must submit bid security in the form of Pay Order, Call Deposit, Bank Guarantee, or Demand Draft and comply with all bidding document requirements including no deviation from technical specifications and contractual conditions. The bid submission deadline is Monday, September 28, 2026 at 10:30 AM via EPADS v2.0 only. Manual submissions will not be entertained. Bids will be opened on the same day at 11:00 AM. The bid validity period is 120 days. Performance security of 5% of contract price including GST is required from the successful bidder within 14 days of Letter of Intent issuance. Technical evaluation includes verification of guaranteed iron and copper losses, which will be used in Total Owning Cost (TOC) evaluation to determine the most advantageous bid. The TOC formula incorporates fixed capitalization factors for losses to ensure economic efficiency. Bidders are advised to carefully review all bidding documents, ensure timely submission of bid security and documents, and register on EPADS v2.0 to participate. The procuring agency reserves the right to reject any or all bids without assigning any reason.
