Procurement of Supply, Installation, Testing & Commissioning of Asset Performance Management System (APMS)

The Islamabad Electric Supply Company (IESCO) Project Management Unit (PMU) invites electronic bids for the procurement of Supply, Installation, Testing & Commissioning of Asset Performance Management System (APMS) on revised PPMC specification No.PPMC-DS-01:2026 including its Configuration & Interfacing with AMI system as per SoR. The total estimated cost is Rs.1,347 Million inclusive of 18% GST and 16% PST in IESCO. Items being procured: - Supply, Installation, Testing & Commissioning of Asset Performance Management System (APMS) - Configuration & Interfacing with AMI system This procurement is planned for the fiscal year 2026-27 and will be conducted under the Public Procurement Rules, 2004 using the Single Stage-Two Envelope Least Cost Based Selection (LCBS) technique. All bids must be accompanied by a Bid Security as described in the bidding documents or a bid securing declaration. Detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal. A Pre-Bid Meeting will be held on 06.10.2026 at the Office of Chief Engineer (Development) IESCO adjacent to the 132KV Rawal Grid Station Club Road Islamabad. Bidders unable to attend physically may join via Zoom with ID and link to be shared. Bids must be submitted electronically through EPADS v2.0 on or before Monday, 19 October 2026 at 11:00 AM. Bids will be opened the same day at 11:30 AM. Manual submissions will not be entertained. Vendors not registered on EPADS v2.0 are advised to register promptly. For guidance, a tutorial is available online. Eligibility includes registration with FBR and ATL, and compliance with PEC categories as per bidding documents. Interested bidders should ensure timely registration and submission to avoid disqualification.
