Procurement of Developer for Sea-to-Steel (S2S) Project at Iron Ore and Coal Berth, Port Qasim

Port Qasim Authority in Karachi is inviting proposals for the procurement of a developer for the establishment, operation, and management of the Sea-to-Steel (S2S) Project at the Iron Ore and Coal Berth (IOCB), Port Qasim. This opportunity is aimed at experienced developers capable of handling large-scale industrial infrastructure projects within the port sector. Items being procured: - Developer for establishment, operation, and management of Sea-to-Steel (S2S) Project at Iron Ore and Coal Berth (IOCB), Port Qasim The technical scope includes the full lifecycle development of the S2S project, covering design, construction, commissioning, and ongoing management of facilities related to iron ore and coal handling, as well as steel production infrastructure. The selected developer will be responsible for ensuring compliance with all regulatory and operational requirements of Port Qasim Authority. Eligible bidders must demonstrate relevant experience in similar port or industrial projects, possess valid registration with FBR/ATL, and provide evidence of technical and financial capacity. Earnest Money or Bid Security requirements are as per the RFP documents. All terms and conditions of the original RFP remain unchanged except for the revised submission deadline. The deadline for submission of bids has been extended to 09th December 2026. Bids must be submitted as per the instructions in the RFP, which can be accessed on the PPRA and PQA websites.
