Tender Description
The State Bank of Pakistan Banking Services Corporation (SBP BSC) Lahore is procuring cafeteria services for its canteen located in Lahore. This procurement is for a one-year contract initially, with the possibility of annual renewal for two more years based on satisfactory performance as determined by the Canteen Committee. The scope includes comprehensive cafeteria management covering food preparation, cooking, serving, store management, hygiene maintenance, and customer service. The canteen serves approximately 130 lunch visitors and 30 breakfast visitors daily, with facilities including 33 tables, 144 chairs, air conditioners, exhaust fans, and a tandoor. The service provider is responsible for providing quality, tasty, and hygienic food using reputable brands for ingredients such as cooking oil, spices, flour, rice, chicken, mutton, tea, and milk. The service provider must maintain personal hygiene standards for food handlers, provide uniforms, and ensure health monitoring and annual training for staff. The contract requires compliance with all applicable laws, including labor and food safety regulations, and mandates submission of bid security of Rs. 50,000 and a performance guarantee of Rs. 200,000. Bidders must be registered with the FBR Active Taxpayer List, have a minimum of two years relevant experience, and an annual turnover of at least Rs. 3 million in any of the last three years. The bidding process follows a Single Stage Two Envelope Procedure under Public Procurement Rules 2004. Technical bids must be submitted electronically via E-PADS by June 23, 2026, 11:00 AM, with bid opening at 11:30 AM the same day. Manual bids are not accepted. A pre-bid meeting will be held online on June 11, 2026, at 11:00 AM via Zoom. The service provider must ensure uninterrupted service, maintain cleanliness, and comply with the Bank's security and operational requirements.
