Procurement of Civil Works for On-grid/Hybrid Solar PV Systems at 8 Cantonment Boards

The Headquarters Military Lands & Cantonments invites sealed bids for the procurement of civil works related to the Micro Project involving Engineering, Procurement, Construction, Installation, Testing, Commissioning and successful completion of On-grid/Hybrid Solar PV Systems at 8 Cantonment Boards including Kharian, Shorkot, Attock, Kamra, Pano Aqil, Mangla, Zhob, and Loralai. Items being procured: - Engineering, Procurement, Construction, Installation, Testing, Commissioning of Solar PV Systems at 8 Cantonment Boards (Kharian, Shorkot, Attock, Kamra, Pano Aqil, Mangla, Zhob, Loralai). This project covers the full scope of civil works and solar power system installation at multiple cantonment locations across Punjab and Balochistan provinces. The procurement follows the Public Procurement Rules, 2004, using a Single Stage Two Envelope Quality and Cost Based Selection (QCBS) technique. Bidders must submit a bid security in the form of Call Deposit or bid securing declaration as per bidding documents. All bidding documents and detailed terms, conditions, and specifications are available on the e-Pak Acquisition and Disposal System (EPADS) portal. Eligible bidders must be registered on EPADS v2.0 and comply with all regulatory and procurement guidelines. The e-bids must be submitted electronically through EPADS v2.0 by Wednesday, September 16, 2026, at 11:00 AM. Bids will be opened on the same day at 11:30 AM.
