Procurement of Drinking Water Supply Framework Contract for Sindh Integrated Emergency and Health Services

Sindh Integrated Emergency and Health Services (SIEHS) invites bids electronically through the EPADS portal for the procurement of drinking water supply under a framework contract for the fiscal year 2026-2027. This procurement is based in Karachi, Sindh, and aims to ensure timely and quality supply of mineral water to multiple SIEHS stations across Sindh including Thatta, Sujawal, Mirpur Bathoro, Badin, Hyderabad, Larkana, and others. Items being procured: - Mineral water bottles with specified quantities per month and year for 32 stations including Civil Hospitals and RO Hyderabad - One dispenser for each station with repair and maintenance The service provider must ensure the water meets the required TDS level of 125-250 and provide laboratory reports upon request. Quality inspection will be conducted by customer representatives at delivery, with immediate replacement required for unacceptable supplies. Delivery is scheduled thrice weekly or as mutually agreed, including weekends and public holidays, with backup support for additional or emergency supply within 4 hours. The contract is for one year with rates fixed and no price revision allowed. Eligibility criteria include registration with federal/provincial tax authorities, active tax payer status, and compliance with SPPRA rules. Bid security of Rs. 96,000 is required, refundable for unsuccessful bidders, and performance security of 5% of contract value is mandatory. Bids must be submitted via EPADS by 26th October 2026 at 11:30 AM. The procurement follows Single Stage One Envelope procedure. Bidders are advised to upload bids well before the deadline and submit hardcopy pay order to SIEHS office. The contract will be governed by laws of Pakistan with Karachi courts having jurisdiction.
