Tender Description
The Sindh Institute of Ophthalmology and Visual Sciences (SIOVS) Hyderabad is procuring a comprehensive range of drugs, medicines, surgical supplies, and allied items for its operations and the Eye Hospital Khairpur. This procurement is under the regular budgetary provision for the financial year 2026-27 and is intended to support 24/7 emergency medical services. The items include a wide variety of pharmaceuticals such as eye drops, injections, surgical gloves, sutures, anesthetics, and diagnostic kits among others, as detailed in the schedule of requirements. The procurement is managed by the Executive Director of SIOVS Hyderabad, located at Eye Hospital Journalist Colony, Hyderabad, Sindh.
The technical scope covers supply of medicines and surgical items compliant with DRAP registration, current Good Manufacturing Practices (cGMP), and ISO certification. Bidders must provide valid authorization from manufacturers if acting as dealers or importers, along with proof of financial stability, technical staff, and experience in supplying similar items over the last three years. The tender requires submission of a technical bid including original bid security, product samples with Drug Testing Laboratory reports, and financial proposals through the EPADS online portal. The procurement follows the Single Stage, Two Envelope bidding procedure as per SPPRA rules.
Eligibility criteria include valid registration with DRAP, FBR and Sindh Board of Revenue, active tax payer status, and compliance with all legal and technical requirements. Bidders must also submit affidavits confirming non-blacklisting and warranty for supplied items. The bid security is 5% of the bid value, refundable to unsuccessful bidders, and a 7% performance security is required from the successful bidder. The deadline for submission is 27th July 2026, with opening of technical bids at 10:00 AM and financial bids thereafter.
A practical tip for bidders is to ensure all technical documents and samples are submitted in the prescribed sequence and format, as incomplete or incorrectly presented bids may be rejected outright. Also, bidders should carefully review the schedule of requirements and provide competitive pricing inclusive of all applicable taxes and duties, while ensuring compliance with quality standards to avoid disqualification. Timely submission through EPADS and adherence to all SPPRA rules will enhance chances of success in this competitive procurement.
