Tender Description
The Sheikh Zayed Hospital (Shaikh Zayed Postgraduate Medical Institute (SZPGMI)) Lahore has reserved funds for the procurement planned for FY 2026-27. The hospital intends to apply part of the proceeds of this fund to cover eligible payments under the contract for the purchase of cochlear implants (hearing devices) out of the funds allocated by Government of Pakistan Ministry of Poverty Alleviation & Social Safety Pakistan Bait-ul-Mal and other sources for the financial year 2026-2027.

This procurement is conducted through the Single Stage-Two Envelope method adopting Least Cost Based Selection (LCBS) technique in line with Public Procurement Rules, 2004 and related regulations and guidelines. Bidders must submit sealed bids via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. All bids must be accompanied by bid security as described in the bidding documents or a bid securing declaration in the specified format.
The e-bids must be submitted through EPADS v2.0 on or before Monday, October 5, 2026, at 11:00 AM. Bids will be opened on the same day at 11:30 AM. Manual submissions will not be entertained. Vendors not yet registered on EPADS v2.0 may register at https://vendors.epads.gov.pk/. A tutorial for registration is available at https://www.youtube.com/watch?v=MNW6T38v7tc.
In terms of Rule 48 of Public Procurement Rules, 2004, the Grievance Redressal Committee (GRC) is notified for this procurement. Notification copies are available on the procuring agency's website and the Public Procurement Regulatory Authority website at www.ppra.org.pk.
Bidders are advised to carefully review the detailed terms, conditions, and specifications available on the EPADS portal and ensure compliance with all requirements. Timely registration and submission through EPADS is critical to avoid disqualification.
