The procurement will be conducted through the Single Stage-One Envelope method using Least Cost Based Selection (LCBS) in accordance with Public Procurement Rules, 2004. Bidders must submit bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Manual submissions will not be accepted. A pre-bid meeting is scheduled for 20 October 2026 at the office of Chief Engineer (Development) IESCO, adjacent to 132KV Rawal Grid Station, Club Road, Islamabad. Bidders unable to attend physically may join via Zoom. Eligibility requires compliance with bid security provisions, PEC registration, and FBR/ATL registration as per bidding documents.
