Procurement of Engineering Consultancy Services for Labour Complex Construction at Gujrat

The Ministry of Overseas Pakistanis and Human Resource Development through the Workers Welfare Fund (WWF) invites qualified engineering consultancy firms to submit proposals for the construction of a Labour Complex at Gujrat. This project includes the development of Housing Units, Amenity Buildings, a 25 Beds Hospital, and Schools dedicated to industrial workers. The scope of consultancy services covers Master Planning, Designing including Infrastructure, Landscape, Architectural, Structural, Buildings, and MEP works, Construction Supervision, and Procurement of Works. Items being procured: - Master Planning - Designing (Infrastructure, Landscape, Architectural, Structural, Buildings, MEP) - Construction Supervision - Procurement of Works Eligible firms must be registered on EPADS V-2.0 and possess PEC/PCATP registration for consultancy services. The procurement will follow a Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) inline with Public Procurement Rules 2004 and PPRA instructions. All proposals must be accompanied by a Bid Security in the form of Pay Order, Banker's Cheque, Call at Deposit, or Demand Draft as described in the RFP document. E-Bidding documents containing detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal at https://epads.gov.pk/opportunities/federal/procurements/78793. Proposals must be submitted through EPADS V-2.0 on or before Monday, August 31, 2026, at 11:00 AM. Proposals will be opened the same day at 11:30 AM. A pre-bid meeting is scheduled for August 18, 2026. Manual submissions will not be entertained. Bidders are advised to carefully review the RFP documents and ensure timely submission through the EPADS portal to avoid disqualification. The Workers Welfare Fund reserves the right to reject any or all proposals prior to acceptance as per Rule-33 of Public Procurement Rules 2004.
