Tender Description

The Secretariat of the Provincial Assembly of Sindh, located at Court Road, Karachi, is procuring a comprehensive range of entertainment and gift items for the financial year 2026-27. This procurement covers a wide variety of products including Sindhi Ajraks, caps, Rashmi Khaise, hand-made Persian carpets, brass shields, leather brief and document cases, shawls, packing boxes, lunch boxes, various food items such as chicken biryani packets, milk, tea bags, coffee, biscuits, sugar, mineral water, juices, and cold drinks. The procurement is intended to support the Secretariat's official functions and events throughout the fiscal year. The technical scope includes supplying high-quality items as per detailed specifications, such as VIP or equivalent quality Sindhi Ajraks and caps, Persian carpets of various sizes and qualities, embossed brass shields with department logos, and branded consumables like Lipton tea and Nestle mineral water. The delivery schedule spans the entire fiscal year 2026-27, with quarterly purchases based on budget releases. Bidders must ensure compliance with all technical specifications and provide samples when requested. Eligibility criteria require bidders to have at least five years of relevant experience, valid registration with the Federal Board of Revenue and Sindh Revenue Board, a minimum annual turnover of Rs. 60 million, and valid professional tax certificates. Bidders must submit earnest money equal to 5% of the total bid value in the form of a bank draft, pay order, or call deposit. All bids must be inclusive of applicable taxes such as GST and income tax. The tender documents can be obtained by submitting a written application and paying a non-refundable fee of Rs. 3000 per item before 10:00 AM on 08.07.2026. The original bid security and tender fee must be physically submitted by 10:30 AM on the same day. Bids will be opened at 11:00 AM on 08.07.2026 in the Committee Room of the Secretariat. The procurement committee reserves the right to accept or reject any or all bids as per SPPRA rules. A practical tip for bidders is to ensure that all required documents, including signed and stamped specification comparison charts, bank statements for the last three years, income and sales tax returns for the last five years, and affidavits regarding litigation and blacklisting status, are complete and submitted on time.
