Procurement of Expendable Items for Tk T-59MII at Heavy Industries Taxila

Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms for the procurement of expendable items for Tk T-59MII on FOR basis. The procurement is for HIT Taxila located in Taxila Cantt, Punjab. Items being procured include expendable items as detailed in the Schedule of Requirement at Annexure A of the bidding documents. The delivery period is 3 months after signing of the contract, with destination at HRF, HIT Taxila. The procurement follows PPRA and Ministry of Defence Production rules and uses a Single Stage Two Envelope bidding procedure. Bidders must submit two separate envelopes: a Technical Proposal containing muted bid security and all relevant documents without prices, and a Financial Proposal with prices and the actual bid security. Both envelopes must be sealed and placed in a single outer envelope addressed to the Supply Chain Management Directorate, Heavy Industries Taxila, Gate No 5, Taxila Cantt. The bid submission deadline is 04 Nov 2026 at 10:30 hours, with bid opening at 11:00 hours the same day. Eligibility criteria require valid National Tax Number (NTN), Sales Tax Registration where applicable, and compliance with the eligibility conditions in the Standard Bidding Document (SBD). Firms must provide documents including registration certificates, audit reports for the last 3 financial years, bank statements, CNIC copies, OEM trade links if applicable, and a judicial certificate confirming no blacklisting. A postal order of Rs 2000/- must be enclosed with the Technical Bid. The technical scope includes supply of brand new expendable items conforming to approved drawings and specifications, with inspection and testing as per contract terms. Warranty and performance guarantees are required. Bid security must be submitted as Call Deposit Receipt, Bank Draft, or Pay Order as per instructions. Evaluation will be based on financial soundness, past experience, performance, and technical compliance.
