Tender Description
The Pakistan National Shipping Corporation (PNSC) invites sealed bids for the procurement of Firewall Devices, Network Switch, Computer Systems and Laptop for PNSC vessels/tankers and the PNSC Head Office located in Karachi. This procurement is planned for the financial year 2026-27 and aims to enhance the IT infrastructure both onboard vessels and at the corporate office.

The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) version 2.0 using a Single Stage-One Envelope procedure with Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004. All bids must be accompanied by a Bid Security as specified in the bidding documents, either in the form of a Pay Order or a bid securing declaration.
Interested bidders must register on EPADS v2.0 to access detailed bidding documents, terms, conditions, specifications, and requirements. Bids must be submitted electronically through EPADS v2.0 by Thursday, September 10, 2026, at 11:00 AM. The bids will be opened on the same day at 11:30 AM. Manual submissions will not be entertained. Vendors not registered on the new EPADS version may register at https://vendors.epads.gov.pk/. A tutorial for the registration process is available at https://www.youtube.com/watch?v=MNW6T38v7tc.
The Grievance Redressal Committee (GRC) has been notified as per Rule 48 of the Public Procurement Rules, 2004. Notification copies are available on the procuring agency's and PPRA's websites (www.ppra.org.pk). PNSC reserves the right to accept or reject any or all bids as per the Public Procurement Rules, 2004.
Bidders are advised to ensure timely registration and submission on EPADS to avoid disqualification. Careful review of the bid security requirements and adherence to the submission deadline is critical for successful participation.
