Tender Description
The National Institute of Banking and Finance Pakistan (NIBAF) invites bids for the procurement of General Support Services for its facilities located primarily in Islamabad, Karachi, and Lahore. This procurement is planned for the financial year 2026-27 and will be conducted through the National Institute's e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS) technique.
Items being procured:
- Medical Services including part-time doctor services, issuance of medicines, first aid, and health monitoring
- Gym Services including facilitation and maintenance

- Chauffeur Services for commuting and transport within and outside the city
- Office Support including assistance in training delivery, document management, multimedia setup, and administrative support
- IT Support Services including hardware/software support, network troubleshooting, and equipment servicing
- Floor Support including mail handling, training room setup, guest assistance, and telephony
- TV Technician Services for cable and internet maintenance

The scope covers multiple locations with detailed deployment plans for each service category. Bidders must be registered with relevant tax authorities, appear on the Active Taxpayer List (ATL), have valid EOBI registration, and demonstrate financial capability with a minimum annual turnover or bank credit line. Experience in providing similar general support services to public sector enterprises or multiple organizations is required.
Bids must be submitted electronically via EPADS v2.0 by Friday, November 6, 2026, at 11:00 AM, with bid opening at 11:30 AM the same day. Manual submissions are not accepted. A bid security of Rs. 200,000 is required, with the original to be submitted before bid opening. Performance guarantee of 2.5% of contract price will be required from the successful bidder.
The contract duration is twelve months with possible extension for two additional years on mutual consent. The contract includes detailed terms on service standards, penalties for non-performance, confidentiality, indemnity, and dispute resolution through arbitration in Islamabad.
Bidders are advised to carefully review the bidding documents, eligibility criteria, and scope of services. One practical tip: ensure timely registration on EPADS v2.0 and submission of all required documents including bid security originals to avoid disqualification.
This procurement offers a significant opportunity for qualified firms to provide comprehensive support services to a premier national institute in Pakistan.
