Procurement of Goods and Non-Consultancy Services for Project Technical Support to E&SED Khyber Pakhtunkhwa

The National Commission for Human Development (NCHD) Peshawar invites sealed bids electronically from well reputed Firms/Vendors/Suppliers registered with Income Tax and Sales Tax Departments with Active Tax Payer Status of Federal Board of Revenue (FBR) through single stage - two envelope procedure in terms of Rule 36(b) of PPRA Rules, 2004 for the Procurement of Outsourcing of Project Staff through Service Provider, Printing of Household Survey Forms, Broad-Based Community Meetings (BBCM) - Refreshments and Event Banners, Supply of Learning Aids, Science Kits, Supplementary Reading Books & Essential Stationery, Communication, Advocacy and Digital & Social Media Campaign, Vehicle Rental and Operational Support project during the financial year 2026-27 for the Project: 'Technical Support to E&SED Khyber Pakhtunkhwa in Reducing Out-of-School Children (OOSC) and Community Engagement to Improve School Environment', to be implemented in the districts of Shangla, Peshawar and Torghar, Khyber Pakhtunkhwa. The bidders are required to apply/participate through EPADS (PPRA). Items being procured: - Lot-1: Outsourcing of Project Staff through a Service Provider (Bid Security Rs. 275,000/-) - Lot-2: Printing of Household Survey Forms (Bid Security Rs. 16,000/-) - Lot-3: Broad-Based Community Meetings (BBCM) Refreshments and Event Banners (Bid Security Rs. 23,000/-) - Lot-4: Supply of Learning Aids, Science Kits, Supplementary Reading Books and Essential Stationery (Bid Security Rs. 260,000/-) - Lot-5: Communication, Advocacy and Digital & Social Media Campaign (Bid Security Rs. 45,000/-) - Lot-6: Vehicle Rental and Operational Support The procurement is reserved for the procurement during the FY 2026-27. Part of the proceeds of the fund will be used to cover eligible payment under the contract for the procurement of miscellaneous items mentioned in the above order/project. All bids must be accompanied by a Bid Security in the shape of Bank Draft/CDR in the name of National Commission for Human Development (NCHD). Bidders shall submit scanned copy of Bid Security on EPADS and Original Bank Draft/CDR will be submitted to the Finance & Administration Department, NCHD, E&SED Khyber Pakhtunkhwa, Peshawar. Bidding documents can be collected from the address mentioned before close of office hours or can be downloaded from the website of NCHD (www.nchd.org.pk) & EPADS. The bids must be submitted through EPADS on or before 11:00 am Monday, September 21, 2026. The bids will be opened on the same date at 11:30 am on www.eprocure.gov.pk in the presence of bidders/their representatives who choose to attend at below given address. NCHD will not entertain any bid not submitted through EPADS. Bidders should ensure their FBR and ATL registration is active and must have relevant experience in similar projects. Earnest Money in the form of CDR/Pay Order is mandatory. One practical tip for bidders is to carefully prepare and upload all required documents on EPADS well before the closing date to avoid last-minute technical issues.
