Procurement of Goods Services and Works for M&R Operation Maintenance Contingent and Emergent Nature Works Financial Year 2026-27 and 2027-28

The Irrigation Department, Office of the Executive Engineer Hala Irrigation Division Hala, Hyderabad, Sindh, invites bids for the procurement of goods, services, and works on a rate contract basis for the financial years 2026-27 and 2027-28. The procurement covers Maintenance and Repair (M&R), Operation and Maintenance, Contingent, and Emergent Nature Works. Items being procured: - Goods - Services - Works of M&R / Operation & Maintenance - Contingent and Emergent Nature Works This tender requires contractors and firms to have valid PEC registration as of June 2026 in the relevant category for bids exceeding Rs. 4.00 Million. Additionally, bidders must have ATL status with FBR and SRB, an average annual turnover of at least Rs. 50.00 Million over the last three years, audited financial statements for the last three years from an ICAP registered audit firm, tax returns for the last three years, bank statements for the last three years, and an average annual closing bank balance of Rs. 5.00 Million supported by fresh bank certificates. Experience in similar nature works during the last three years with documentary evidence is mandatory. A list of machinery and equipment ownership or rental documents must also be provided. An affidavit on E-stamp regarding non-blacklisting and non-involvement in litigation with any government or semi-government department is required. The procurement will be conducted through the Single Stage Two Envelope Procedure via the SPPRA EPADS system. Bidders must submit their bids electronically before 13-08-2026 at 01:00 PM. The bid security is Rs. 4.00 Million, and the tender fee is Rs. 3000 (non-refundable). The bid security must be in the form of Call Deposit Receipt (CDR), bank guarantee, or pay order issued by a scheduled bank in favor of the Executive Engineer Hala Irrigation Division Hala. The tender fee and bid security must be attached with the E-bid and uploaded on the EPADS website. The bids will be opened on the same day at 01:30 PM through EPADS in the presence of bidders or their authorized representatives.
