Tender Description

The Multan Electric Power Company (MEPCO) is procuring and installing 1235 units of Asset Performance Management System (APMS) on high AT&C loss feeders in Multan, Punjab. This project involves the supply, installation, testing, commissioning, and integration of APMS equipment on pole-mounted distribution transformers of various capacities ranging from 10 KVA to 630 KVA. The APMS will enable transformer level monitoring, protection, load management, energy auditing, and remote operation through HES/MDC systems as per PPMC Specification No. PPMC-DS-01:2026. The scope includes procurement of APMS units, allied accessories, 4-core cables of relevant sizes, fuse fittings, and ACSR dog conductor for 11KV jumpering. Installation and other related services are to be completed within 60 days from the issuance of the work order. Bidders must be registered with FBR and Pakistan Engineering Council (PEC) under the relevant electrical works category and have an average annual turnover of at least PKR 250 million for the last three years. The bid security is PKR 5 million, and bids must be submitted electronically via EPADS v2.0 by June 8, 2026, 10:30 AM, with bid opening at 11:00 AM the same day. The tender requires compliance with prototype approval from PPMC within 30 days of work order issuance. The successful bidder will be responsible for synchronizing all installed APMS with PITC MDM and providing perpetual licenses for HES/MDC software. Payment terms include 90% payment on delivery of materials and 80% payment after installation, with remaining payments upon successful operation verification. Warranty for supplied goods is five years, with repair or replacement obligations.
