Tender Description
The Multan Electric Power Company (MEPCO) is inviting bids for the procurement and installation of Asset Performance Management System (APMS) on pole mounted distribution transformers in Multan, Punjab. This tender is for the financial year 2026-27 and requires bidders to submit sealed bids through the e-Pak Acquisition and Disposal System (EPADS) by the deadline of **July 28, 2026, 11:00 AM**. The procurement is on an EPC/Turnkey basis and includes supply, installation, testing, commissioning, and integration of 823 APMS units on high AT&C loss feeders. The APMS will be installed on transformers of various capacities for monitoring, protection, load management, energy auditing, and remote operation through HES/MDC systems as per PPMC Specification No. PPMC-DS-01:2026.
Items being procured:
- 823 Nos APMS units for 25 kVA, 50 kVA, 100 kVA, and 200 kVA transformers
- 300 mm2, 150 mm2, 70 mm2, and 25 mm2 S/C Aluminum cables as per DDS specifications
- 823 sets of D Fuse Fittings with respective fuse sizes
- 8230 meters of ACSR Dog Conductor for 11KV jumpering with allied P.G connectors
- 5 Nos branded PC desktops (Intel Core i5 14th Gen, 16GB RAM, 256GB NVMe SSD + 1TB HDD)
- Installation, testing, and commissioning services for APMS and allied accessories
The technical scope includes procurement and installation of APMS with magnetic connectors, non-motorized MCCB, oil temperature and level monitoring sensors, and integration with PITC MDM systems. The vendor must ensure prototype approval as per PPMC standards within 30 days of work order issuance. The APMS must be DLMS/COSEM compliant, support 4G/GSM/GPRS communication, and have a battery backup of at least five years. Installation must comply with safety and earthing requirements, and the vendor is responsible for synchronization with PITC MDM and providing perpetual licensed MDC driver software.
Eligibility criteria require valid PEC registration for electrical works, FBR registration, average annual turnover of at least PKR 100 million over the last three years, and no blacklisting by WAPDA/DISCOs/GENCOs/NTDC. Bidders must submit bid security as per PPRA rules and comply with warranty and delivery terms.
The bid submission deadline is **July 28, 2026, 11:00 AM** via EPADS only; manual bids will not be accepted. The bid opening will be on the same day at 11:30 AM. The successful bidder must complete the work within 60 days from the issuance of the work order. The bid evaluation will be based on Least Cost Based Selection (LCBS). The bid security and performance guarantee must be furnished as per the tender documents.
