Tender Description
The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, Karachi, invites eligible bidders to participate in the procurement of Laboratory Consumables and Bio Medical Supplies for its various sites for the fiscal year 2026-27. This procurement is conducted under a Framework Contract Agreement using the Rule-46 (2) Single Stage Two Envelope Procedure. Bidders must be registered with the tax authorities of Pakistan and meet all eligibility criteria including valid NTN, tax returns, and experience requirements.
Items being procured include a comprehensive list of laboratory consumables such as Albumin Manual Test Kits, Alcohol Swabs, Antibiotic Disks, Blood Bags, Culture Bottles, various Agar media, Diagnostic Kits, and other laboratory reagents and consumables. Additionally, a wide range of bio medical supplies are required including batteries for medical devices, air flowmeters, baby weight scales, defibrillator batteries, disposable sensors, oxygen cylinders, nebulizer machines, patient monitor accessories, and other hospital equipment components.
The technical scope covers delivery of high-quality consumables and supplies with specified shelf life and compliance to standards. Delivery is required within 30 calendar days to SICHN Central Warehouse Karachi and Regional Warehouse Sukkur, with additional sites including Shaheed Benazirabad, Sukkur, Larkana, Jamshoro, Mirpurkhas, Sujawal, Mirpur Mathelo, Shahdadpur, and Qambar.
Eligibility criteria include PEC category compliance where applicable, valid FBR and SRB registration, minimum turnover, and submission of samples for technical evaluation. Earnest money of 2% of the estimated value is required as bid security. The bids will be submitted electronically via the EPADS portal and must be accompanied by the required bid security. Technical proposals will be opened first, followed by financial proposals of technically responsive bidders.
The deadline for bid submission is 10 September 2026 at 10:30 a.m., with bid opening at 11:00 a.m. on the same day at the SICHN office in Karachi. Bidders are advised to carefully follow the instructions and submit complete documentation to avoid disqualification. The procurement committee reserves the right to accept or reject any or all bids as per SPPRA rules.
A practical tip for bidders is to ensure timely submission of samples for technical evaluation as failure to do so will result in disqualification.
