Procurement of Cochlear Implants for Dow University of Health Sciences Karachi

Dow University of Health Sciences (DUHS), Karachi, invites electronic bids through the E-Pak Acquisition and Disposal System (EPADS) for the procurement of Cochlear Implants under Single Stage – Two Envelope Procedure as per SPP Rule-46(2). This procurement is for the ENT Department / Otolaryngology Head & Neck Surgery (Unit-I) at DUHS, Karachi. Items being procured: - 05 Nos. Cochlear Implants with minimum 12 channels and 12 or more pairs electrodes - Magnetic Resonance Imaging compatibility of at least 1.5 Tesla or better - Sound processor with sensitivity, volume, and auto features control - Rechargeable cells and battery pack powered sound processor - Proven internationally recognized speech coding strategy - Hardware and software for pre-operative, intra-operative, and post-operative heating and programming - Clinical audiological services before, during, and after implantation - Audiological mapping support services for implanted children - Services of trained implant surgeon for surgeries - Donation of fine ear instruments for cochlear implant handling - Warranty: minimum 10 years for internal components and 5 years for external components - Country of Origin: USA/EU/UK/Japan with FDA approval or CE marking The scope includes delivery of implants to DUHS Ojha Campus, Karachi, associated surgery, speech therapy, follow-up care, and free audiological mapping support. The contractor shall provide clinical audiologist and speech therapist services at Dr Ruth KM Pfau Hospital / Dow University Hospital ENT unit regularly. The custody of implants remains with the contractor until implantation. In case of device failure, the contractor bears the cost of replacement. The contractor shall also provide trained implant surgeon services and donate fine ear instruments. Eligibility criteria include registration on EPADS, FBR/SRB active taxpayer status, valid DRAP registration, minimum average annual turnover of PKR 14.5 million over last 3 years, and past experience of supplying and installing at least 100 cochlear implants in Pakistan in last 2 years. Bid security of PKR 290,000 (2% of estimated cost) is required. Bids must be submitted electronically via EPADS by 24 November 2026 at 11:00 Hrs. Original tender fee and bid security must reach the Procurement Directorate at Central Warehouse, DUHS Ojha Campus before the deadline. Technical bids will be evaluated first; only technically qualified bidders will have their financial bids opened. The procuring agency reserves the right to accept or reject any or all bids. Delivery period for each purchase order shall not exceed 30 calendar days. Payment will be made in Pak Rupees within 90 days after delivery and acceptance. A practical tip for bidders: Ensure all mandatory documents including product compliance sheets, valid registrations, and financial proofs are uploaded correctly on EPADS to avoid disqualification. Also, arrange for product demonstration/site visit within 3 days if requested by DUHS for evaluation.
