Procurement of Life-Saving Medicines and Medical Supplies for Rawalpindi Cantonment Board

The Military Lands & Cantonments Department Rawalpindi Cantonment Board invites electronic bids from eligible and reputable manufacturers, authorized distributors, dealers, suppliers, pharmaceutical firms, and medical supply firms for the procurement of medicines, medical supplies, laboratory reagents, and allied items for Cantt General Hospital, Rawalpindi Cantt. Items being procured: - Life-Saving Medicines - CSSD Auxiliary Items - Laboratory & Disposables Items - Cement of Laboratory Items - Physiotherapy Items - Radiology Items - Special Chemistry Laboratory Items - Special Chemistry and PCR Laboratory Items - Surgical/Disposable Items The procurement will be conducted through Open Competitive Bidding under the Single Stage-Two Envelope Procedure in accordance with Rule 36(b) of the Public Procurement Rules, 2004, as amended from time to time, through E-PADS V2.0. Bidders must be registered on the PPRA and E-PADS V2.0 portals. Only vendors registered on E-PADS V2.0 are eligible to participate. Bids must be submitted electronically by 04-10-2023 at 11:00 AM, with technical bids opened the same day at 11:30 AM. Eligibility criteria include valid Drug Sales License (Category-A) issued by the competent authority, registration with FBR and active taxpayer status, and at least three years of experience supplying medicines to government, semi-government, armed forces, autonomous bodies, hospitals, or other reputable organizations. Bidders must provide an earnest money deposit of two percent of the estimated cost in the form of a Call Deposit Receipt issued by a scheduled bank in favor of the Cantonment Executive Officer, Rawalpindi Cantt. Medicines and regulated products must be duly registered with the Drug Regulatory Authority of Pakistan. The Procuring Agency reserves the right to reject any or all bids without assigning any reason. Submission of bids through the E-PADS system is mandatory.
