Tender Description

The Sindh Institute of Cardiovascular Diseases (SICVD) Karachi is procuring a comprehensive range of linen and uniform items for its network hospitals across Sindh including Sukkur, Larkana, Nawabshah, TMK, Hyderabad, Sehwan, Mithi, Khairpur, Lyari, and Baldia. This procurement covers essential hospital textiles such as bed sheets, blankets, death sheets, doctor coats, pillows and covers, raincoats, various sizes of surgical and pacing lab sheets, and a wide variety of uniforms for different hospital staff categories including nursing, housekeeping, security, and technical personnel. The technical scope requires suppliers to provide new, high-quality items meeting detailed specifications including fabric quality, stitching, durability, and compliance with standards. Samples must be submitted for technical evaluation at SICVD Baldia prior to bid opening. The procurement follows the Sindh Public Procurement Rules, 2010, and bidders must submit a fixed amount of earnest money/bid security as specified per item. The contract is for a one-year framework agreement with orders placed on demand. Eligible bidders must be manufacturers, authorized distributors, or suppliers with relevant experience and legal authorization. They must provide FBR registration, NTN, STRN, and active taxpayer status certificates. Financial capacity requires an average annual turnover of Rs. 40 million over the last three years. The bid must include detailed technical and financial proposals, with original bid security submitted physically and bids submitted electronically via EPADS. The deadline for submission is 04 July 2026 at 11:00 AM, with bid opening at 11:30 AM the same day at SICVD Head Office Karachi. A practical tip for bidders is to ensure timely submission of samples for technical evaluation at least three working days before bid opening, as non-compliance will lead to disqualification. Also, bidders should carefully prepare their bid security and ensure all mandatory documents are complete to avoid rejection. The earnest money and performance security requirements are strictly enforced, and any delays or substandard supplies may result in blacklisting and penalties. Bidders should also note the delivery schedule and liquidated damages clauses to avoid contract termination risks.
