Tender Description
The Pakistan Maritime Security Agency (PMSA) invites reputable local and international firms to submit bids for the procurement of a wide range of marine equipment, spares, repair, maintenance, and refurbishment services for various PMSA ships and bases located primarily in Karachi and other coastal locations. This comprehensive procurement covers multiple items and services essential for the operational readiness and maintenance of PMSA vessels and facilities.
Items being procured include:
- Fabrication of arm badges and accessories for PMSA personnel
- Auxiliary sea water pumps and related components
- Conduct of 2A MMS routines of SSDG exhaust manifolds
- Procurement of filters for SSDGs and MDEs
- Items for watch tower operationalization including steel reinforcement, cement, UPVC doors, LED lights, and MS spiral staircase
- Defect rectification of marine chill light water chillers
- Repair and maintenance of accommodation containers roofs
- Inspection and servicing of electric panels and pumps
- Repair and overhauling of engine room fans and motors
- Replacement of barrel cooling system for 37MM gun
- Repair and overhauling of elevated pumps in forward engine
- Repair and replacement of main engine control systems
- Procurement of pelican hooks
- Conduct of PMS routines for electrical motors and main engines
- Procurement and installation of CCTV systems
- Procurement of diving sets with accessories
- Procurement of hydrostatic release units for life rafts
- Procurement of luggage scanner machines
- Procurement of lubricating oil for MDEs
- Procurement of starter air motor for main engine
- Procurement and application of anti-skid paint on various decks
- Repair and maintenance of washrooms including water supply and sewerage systems
The technical scope includes supply, repair, replacement, refurbishment, and installation of OEM recommended parts and equipment, with adherence to OEM manuals and specifications. The works involve on-site inspections, testing, and commissioning, ensuring all items and services meet PMSA's quality and operational standards.
Eligibility criteria require firms to be registered with FBR, on the Active Taxpayers List (ATL), and have relevant experience with PMSA or similar maritime agencies. Earnest money in the form of pay order is mandatory, with 2% for registered firms and 5% for non-registered firms. Warranty periods vary from 1 to 3 years depending on the item or service.
Key dates include submission deadlines within 7 to 30 days from issuance of work orders or contract awards. Bids must be submitted in two separate sealed envelopes marked Technical Proposal and Commercial Proposal under the Single Stage Two Envelope procedure. The submission address is the HQ PMSA Karachi, with tenders to be dropped in the tender box at the main gate.
